Fake Clients

Can't Upwork take an action against the fake clients? I have been noticing that there are about 50% of the job posts are from new clients and their job description, budget(which doesn't make any scenes), terms, and previous history shows they are just scamming with the newbies. I request to @Upwork, Please identify such clients who post these kinds of jobs and don't hire anyone. Thanks
