Just asking:

What is your favorite approach to find a new freelancer?

A. Post a job and select from the ones who responded

B. Search for freelancers based on some criteria and contact the ones who seem the most promising

Thanks for your thoughts

I'd go about posting a job clearly specifying what my minimum requirements are (for instance English and/or Romanian besides the exact technologies I'd look for) and expecting 95% to speak neither.

Meanwhile I'd search for specific skilled freelancers to invite and expect the search results to be 95% totally off what I'm searching for.

The idea is, when searching for people to help you in any random task, to at least understand eachother. And a lot of people on the Internet and on this site speak this weird English without articles 'a car, the project, an idea' or correct verb conjugations 'I log in, he logs in'. And I end up wasting time by doing text analysis to figure what the H*** people talk about.
