How do I find the right web developer? I have been having trouble finding a developer who has the skills to complete the work needed. Is there a way to properly screen freelancers before awarding a contract?

Go through portfolio, see if s/he has certificates, ask questions, ...

I have two experiences where i hired someone who did not have enough experience. They had good portfolios and resumes.

Portfolio is one thing, another thing is ask for is their personal website.  A good web developer would have one.  And looking at the quality of their own websites you can get pretty good feel.  In addition, if you are going by the price you will get what you pay for.
