If you hire a freelancer, then she is automatically notified. You don't need to do anything.

As for the other freelancers who sent proposals to a job posting?

When you hire a freelancer, there is a checkbox you may click which will cause the other freelancers to be notified automatically. If you don't cause them to be notified, don't worry about it. It is normal for applying freelancers to NOT be notified. They are used to it.
