What does it mean when I see a freelancer that has a lot of invites but only one or two jobs ?

Hi,
Thank you for the follow up.
I noticed there are freelancers that have many invites but only a few jobs.
Does this mean they are not accepting work or not replying to invites ?
We are trying to understand how to use UW more effectively.
