They will respond when they choose, however, it is good business to respond in 24 hours or less for an active contract.

Personally, I have hired over 100 freelancers on Upwork.

Often (not always but often) I hire freelancers quickly to help me with a task that I want done now.

I state this in the job posting. I state that I am looking for someone to help me immediately.

I post the job as a public job and also send some private invites.

For these jobs, I typically hire someone within ten to fifteen minutes. And then I close the job posting after I find someone.

So for THESE job postings... a freelancer replies very quickly... within fifteen minutes or less. If they don't, then they do not get hired.
