I apologise for the frustration this thread may have caused you, and if our team took long to reply to your question. 


You will be able to communicate further with a freelancer if they send a proposal to your job, and you have responded to their proposal, or if you directly invite them to send you a proposal, and they have responded to your invite. Once you are able to exchange messages, you should be able to send attachments, and other pertinent files/information about the project during the screening or interview process. 


We generally recommend freelancers not to work on free, test, projects which were requested by the client. Requesting for free test work is a violation of the Upwork Terms of Service, and I would recommend against it. I would suggest that you create a 'test' contract where you can pay the freelancer for the time they spent sending you a sample file, if you want to see whether a freelancer is the best fit for your job.

Once the job is agreed by both parties, you can hire the freelancer, and a contract will be automatically be created under your My Jobs page (Jobs > My Jobs). 

Payment will be processed through Upwork, and you should learn more about paying for your freelancer's work by reading up on the help articles here.
