Hiring Someone who isn't on Upwork

I have used Upwork for some time. I would now like to hire someone for a job. I did not connect with this person through Upwork and to my knowledge they have no Upwork account.

However, I like some of the features of Upwork and would like to use Upwork to track and pay on the job.

Is there a way for me to formally declare my pre-existing relationship with his person so that I won't get trapped by Upwork's circumvention rules? I would like to use your services but you didn't help me identify this person and so I don't want to be forced to use the service for two years if the situation should change.
