I hired an hourly contractor and they have completed the task. Although Upwork says on my account that my card was charged, the client has not yet been paid. I do not see a method to manually pay them. How can I resolve this?

You can not "resolve" this. Because there is no problem that needs to be resolved.
The freelancer is simply very new and does not understand the system.
