I agreed to pay a weekly rate of 150$ but was charged 270$ by my developer. How did this happen?
His rate was 15$ per hour and he is stating he has only billed me for 90$ and wants me to close the contract and give him 5 star feedback. See below charges and hours worked.

You set up a weekly salary, which is paid **IN ADDITION** to any hours your freelancer logs.
You're free to ask the freelancer to refund the salary, but you have to end the contract and rehire without setting up a salary.
The freelancer has done nothing wrong, so it would be wrong to penalize them for your mistake.
Be aware that you will be charged a partial salary for this week as well, so the sooner you end or at least pause the contract to stop the sum for the salary increasing day by day, the better.

The freelancer has not done anything wrong here.
I would encourage the client to close the contract immediately.
Tell the freelancer:
"Henry,
I am very new to using Upwork and I made some mistakes in how I set up the contract. I am closing the contract now because I want to figure this out and set up the contract the right way. I just wanted you to know that this has nothing to do with the quality of the work. I hope you will be willing to consider an invitation to work for me again in the near future once I have this figured out."
