Can I use my funds earned on upwork directly to pay them?

Hi Alexey !

In order to hire someone at upwork first of all you need to add a billing method via your client 

1- First make a client account

2- Verify your billing method (There will two transactions from your billing account - your card will be charged two times - however additional charge will be refunded)

3- Post a Job 

4- Invite your preffered freelancers

5- Award project

For withdrawl that part is separate (If you are a freelancer and have some earned money)

- You may withdraw that amount via setting up your bank, paypal, payoneer or skrill account etc.

You have to create a client account on your existing freelancer account and add a billing method (typically a (proper, not prepaid etc) credit card, in some countries a card backed PayPal account is acceptable.
