Freelancer from 2 years ago started billing me last month hourly (over $1,000 USD total). I asked for a refund on all recent charges. She ignored me. I asked again today, reduced the allowable hours from 40 to 0. Then she ended the contract and blocked me (I think). Still no response.
I cannot find step-by-step instructions on how to file a dispute. Please help!
