I have some bad experience with upwork. I am new at upwork. I have paid for a work to someone but he did't complete my work even he did't refund my money.  I have attached the screenshot for better understand. Please give me a solution for this purpose.

I have paid the invoice of $102 when i accept proposal. At 24th April, the i see the massage in the chate that he can't complete the project and refunding my money but i never get my money back.
