If you are a client and you have funded a freelancer with milestone/escrow, then you cannot take it back unless the freelancer decides to release his from his/her end.
If you're a freelancer, then you need to add your Bank account to Upwork. Go to Settings >> Get Paid and scroll down the page. You'll see an option that says 'Add Method'
