How to manage a wordpress plugin of gallery

Hello, I want to manage a project of WordPress gallery plugin, I want to know how much will it cost and how long will it take. I want a gallery that displays after a click at an image list, there will be a black background, main big picture and a list of thumbnails at the bottom, it all will be moved as slider and will work at a desktop device and mobile device as well, it will work with simple buttons and touch. it will look like a free plugin (full screen gallery) but with no bags, and no options to play with, it will be static as I described above. how much will it cost and how long will it take and is there any tips I should consider?
