You can send a message to these candidates by going to Your Dashboard, hit on proposals, and you should have the option to send a message. Let me know if you need further assistance.

From your dashboard, you can find who has sent proposals, just see which freelancer's talent is matched as you wanted, then go into discussion and hire one.
