I don't understand why upwork doesn't refund funds

I attached screenshot of issue.

if freelancer doesn't have enough funds in his account, he can't refund.

Since freelancer had enough funds, he  could refund payment.

But Upwork doesn't return payment to me.

this is Upwork system bug or tricky?
