Learning how to report fraudulent freelancer activity isn't a bad thing.
But I hope that you will focus on learning how to properly monitor work being done by freelancers, so that you can proactively manage freelancers and projects.
Remember: Reporting a fraudulent freelancer only helps OTHER PEOPLE. It means that you are thinking of other clients, and trying to prevent them from experiencing this freelancer's shenanigans. But reporting this freelancer will probably not help you in any way. You probably won't be able to get money back. And you won't be able to get time back.
