I was charged twice

Hello,

I was attempting to hire a freelancer. I paid $25.75 in total. The freelancer told me that it didn't work and to cancel contract and place again. I cancel with full refund request, and then placed again and was charged a second time. The freelancer informed me a second time to do it again. I informed him I wasn't doing it again because I was charged twice. I honestly feel like he is attempting to scam me.
