If I'm not the 'owner' of the contract, how do I pay a freelancer?

As the 'owner' of the contract is OOO, I need to pay the freelancer. How do I do that with a 'member' permission? Is it possible to change permissions?

Hello, the owner does not have access to his account since he has been out
of the office for a long time. Is there another way to get these
permissions? Is it possible to make myself the owner?

Unfortunately, it can only be initiated from the owner's account. It would be best to contact them or wait for them to become available and then just issue a bonus payment to the freelancer.
