Indian client need to deduct TDS for Indian freelancer

I am a indian client paying to freelancers via upwork,
I have question regarding the payment to indian freelancers
1. DO i need to deduct the TDS for indian freelancers ?

In general, there is no obligation of the India resident client to deduct TDS on the India resident freelancer fees since gross amount collected by Upwork is already subject to TDS under section 194-O of the Act by Upwork.
