I have a telemarketing job and see that as a category on Upwork. I want to pay a freelancer hourly and then commission if they get a sale. Is this possible? I can see this happening as a fixed-price job to pay the commission to the freelancer. What I really want to know is if this is legal and not against the UW terms of service.
I imagine if the commission is over and above what you pay the freelancer you could pay the commission as a bonus (but through Upwork).
However, you can't hire someone on a commission only basis - that is - where payment depends on results.

Of course! The job posting should be clear that you will pay an hourly rate, and will issue a bonus of $ XX.XX for every Sale.
Be aware that you will pay the hourly rate for the hours tracked whether there are any Sales or not.
