Job Proposals from freelance with potentially fraudulent profiles

I just received two proposals for a job I posted from freelancers I suspect are fraudulent. Both proposals include links to the same portfolio on Google Drive. They are not part of an agency, so something is not right. How do I report these freelancers to Upwork?
