Job post set to public, but only invitees (all) answer

Hi,

since Upwork support decided to go all Chatbot I hope I find help here.

I created a job post I expected a lot of freelancer offers, so set it to private at first, then later decided to set it to publc ...  but only those I had invited (all) answered, but no one outside of that... I assume post is not really publicly visible.
