I was told that upwork will generate lists of the type of clients I'm looking for...is this how it works? I'm new here and a little confused. Thanks

No, it isn't.

You created a client account. Is that what you intended? Clients look for freelancers to hire. Freelancers look for clients to hire them
Which are you?

Daryl:
The default view that freelancers see when they log into Upwork is known as the "Job Feed."
This is where Upwork presents a list of jobs that are likely to be of interest to a freelancer. The job feed page changes based on what kinds of jobs you do, the kinds of jobs you look for, and the skill categories you have chosen for your profile. Freelancers can create their own custom searches and filters, based on many criteria, such as key words, skill types, pay ranges, client location, etc.
