I would like to hire a freelancer. She suggests doing it on an "hours per week" basis. Which is okay but the project should take less than 2 weeks. My question: how to ensure that no further payments are made beyond the agreed budget? Is there a way of capping how much can be charged to my credit card?

Steve, you can stipulate the number of hours you are prepared to pay for the week. If this is a manual hourly job then you also need to make sure the number of hours worked is consistent with the work delivered. A lot depends on the type of work it is and how experienced the freelancer is. But you need to follow the weekly input from the freelancer and your weekly outgoings very carefully.
There are many clients who neglect to do this and end up paying a lot of money for nothing because they have neglected to check on what is leaving their account.
