I have checked the contract you are referring to and looks like the money was not released to the freelancer. When the freelancer ended the contract, the money was refunded back to your credit card. You can check it by going to your Report> Transaction History.
Since no money changed hands, you will not be able to provide public feedback on the contract. However, I suggest you go to Jobs, click on the name of the contract and then follow the link "Provide End Contract Reason" to provide private feedback.
