I posted a job on Upwork which was declined by the freelancer. When I tried to post a new job, I noticed I was charged again when I still have the existing amount in escrow.
I've tried reaching out to the chat option but that was hopeless with the responses.

Hi Emeka,
Thank you for reaching out to us. I checked your account and can see that the amount was refunded to your account hence they were not used to fund the new project. You can review your transaction history here.
