My account has been suspended, and I don't know what to do.

Dear sir/madam,

 

I'm new to upwork.  I created my first job and  would like to hire one of the freelance. I have set up my billing method and verified it. But I couldn't move on to the hiring stage as its written that my account got suspended.

What is this ? Whom should i contact ? And what could I do to help?

I need to hire for my urgent project now. 

I appreciate anyone who can help. Thanks very much.
