Need help to re-enable an account which is Permanently Blocked

I am here to tell that one of my client's account has been permanently blocked Upwork team. 

He feels sorry to violating Upwork terms and services. It won't happen in the future.

Kindly any idea and suggestion that to get account access. It will be appreciable from my clients side.
