No "Request a refund" button available

I accidentally paid too much and the freelancer reached out to me. I wanted to request a refund, but there is no option available. I followed exactly the steps on the helpenter. https://support.upwork.com/hc/en-us/articles/211062088-Request-a-Refund

You don't need a button and you don't need help from Upwork Customer Support.

Just send a message to the freelancer asking him to use the freelancer-side refund tool.

We paid 150$. 20% are taken by Upwork. So should he refund 120$ or should he refund 150$?

$150, because Upwork takes care of the fee that way.
