No work submitted by developer. Fixed price contract delayed. Can I cancel and get back the escrow?

You can close the contract. When you do so, you will be presented with a field you can edit indicating how much money you want to release to the freelancer. If you edit that amount and change it to zero, then the freelancer will be sent an opportunity to accept or decline your request.

If the freelancer does nothing, then all of the money will be returned to you automatically.
