Not able to set the second milestone

I've successfully released the first milestone and I'm not able to set the second milestone for my project. 

It shows me message saying "Milestone could not be activated".

Hi Himanshu,

 

It looks like the charge on your card is getting declined. Please contact your card-issuing bank for more information about the specific charge decline.
