Not being able to pay a freelancer for a project. And why can't I find email for customer support?

I'm trying to hire a freelancer. I entered payment method. Getting error message "

Address may only include letters, digits, space, dash, comma, dot, slash, apostrophe and pound." 

I can't change/update address and it's ask me 4x to "pay a deposit" . When I click enter to pay Upwork reloads without working. 

Ridiculous. I just want to pay the deposit and hire the freelancer.
