How do I hire someone who has to do my work offline and not in computer? How would he run the hourly tracker for such a job?

Actually the work requires drawing sketches on paper and a lot more.

You can hire a freelancer using a fixed-price contract, meaning you agree to a specific price for which she will provide you with a specific deliverable.

You can hire a freelancer using an hourly contract, and allow manual time. She will manually record the hours she works on the project, and you will be billed the same was as if she ran the time-tracker program.

(Note that it is not possible to use the time-tracker program with work done off of the computer. The program won't record anything. It is not a time-clock. It requires user activity.)
