PayPal has balance still payment failed

Upwork has put a restriction on my account because my recent payment has failed. I do not understand this. I already paid for other services with this PayPal and my account has sufficient balance. Even the card linked has sufficient balance. I am not sure why the payment has still failed. How do I resolve this and continue working with my freelancers?

Kindly resolve your issues with your billing method first in order to have the account hold lifted from your account. Once the said issue is resolved, you can start hiring and posting a job again. Thank you!
