I work for a University and I need to use Upwork services to reach several professionals.

We have strict procedure for paying people which I am concerned will not be met through Upwork.

We need to be able set upwork up as a provider on our system

We need to pay against invoices with PO numbers attached

We need to be able to demonstrate we have gone through tender processes for work over a certain amount.

We are happy to pay for different the membership packages if necessary.

Can someone please help me to clarify that these things are possible and what is required to set this up?
