Paypal payment and credit card rejected... again!!!

Hello Upwork... what's wrong with my money?! ๐Ÿ˜…

It's been two days that I'm trying to fund a contract.
I've tried several times to pay via Paypal and the payment has been always rejected. This time, the error message says that my paypal account is in use by a registered user. Of course... that's me! I've never changed my paypal address!
After tried multiple times, I've tried to use my credit card and I've got the same error message (payment cannot the authorized)

Can you please check and tell me what to do?
