Problem in charging my billing method

I am trying to hire a freelancer and give Upwork a payment in advanced. However, I keep getting this error message: 

 

"We've encountered a problem. There was a problem charging your billing method. Please enter a new billing method and try again." 

I saw that other people got the same problem as me, the thing is, sometimes it will work, sometimes not, which is why I don't' understand.


Also, I added money on it, and it's gone right away...

Any help on this will be highly appreciated.
