Problem with a payment.

Hello, I have made a payment and when the freelancer wants to accept it says that my account is on a "temporarily hold". I have the recipt and upwork took my money but he can`t accept. What should i do?

Idk if i made any ticket because I dont have any ticket number for reference. Please help me with this situation.
