The client is the one who needs to resolve this. If you are the freelancer, there is nothing you can do to resolve it. Posting here won't help anything.

At this point, this project is like any project that you were not hired for. You don't owe this client anything. You aren't going to work on the project. When the client resolves his issues, he will be able to hire you.
