This is not a "refund issue."
Refund thinking only hurts clients.
If you don't like this freelancer's work, end the contract.
I also have a client account attached with my freelancer ID. I hired a freelancer from my client account for a task. After some time he was unable to complete the work so I ended the contract and requested a refund, he approved that request. But I didn't recived my money back.
