Other websites, businesses, resources have done things along the lines that the original poster suggests.


The original poster is not facing "legal issues."


The original poster's problem is that he desires certain features, but Upwork does not offer those features. It doesn't really matter why they don't offer those features. That is an internal issue for them. They have chosen to structure their system in a certain way. Other businesses and websites may make different decisions.


The original poster has been informed that the particular features he is requesting are not currently planned. It is up to him to decide what to about it. He can adapt. He can use other resources.


He can also work to garner support for making changes. Popularly requested featured have been implemented in the past. It is not appropriate to discuss these features with Customer Support. There is nothing they can do. The Community Forum is the appropriate place to suggest new features and make a case for why they should be implemented. But based on responses thus far, the particular requests the original poster is making are of interest to relatively few people, as most people have already figured out work-arounds and are accepting of the status quo.

The difference is that Upwork have already stated that they can't do this for regulatory reasons. It's not just a "new feature" that they might choose to implement in future.
