Yes. Freelancers may activate the client aspect of their existing Upwork account (create a client company), and use that to hire freelancers.

Yes, as long as these are genuine jobs that you want to get done, and you're not just trying to see what other freelancers quote. I just mention that because the wording of your post makes it sound like your objective is to get quotes, not to get work done. But hopefully that's not what you meant.
