I would like to hire a US attorney, but I have some doubts about tax withhold. I'm Mexican resident, does the price listed already include taxes that has to be withheld by upwork?

You are welcome to hire freelancers on Upwork, attorneys and otherwise.
Upwork does not "withhold taxes" when you hire freelancers.
Whether or not you need to pay taxes on such expenses would depend on where you live. You may consult with local tax experts and authorities.
When clients hire using Upwork, this may be classified as a "business to business" expense.
Not an employment situation.
So depending on where you live and how you file, it is quite possible that you will REDUCE your tax liability when you hire a freelancer on Upwork.

Hi Preston, thanks a lot for answering.
Some Mexico´s laws have changed since last Jun 1st so now, when someone in mexico pay for digital services provided by a non-resident (non-mexico resident) the intermediary (upwork in this case) shall withhold taxes, as well as many other regulations apply.
Do you know if upwork is already applying this withhold to mexican residents?
