Team Members Unable To Add Activity Codes to New Team

Team Members with full permissions are getting an error when they try to add activity codes to a new team (not primary). The error message they see is "The company level is set.  Unfortunately you don't have an access to the parent team." Is this a bug or a setting I need to change?

Our Customer Support Team checked and couldn't find anything unsual on your account. Could you please share a screen grab for the error you are getting so that they can look into it further.
