I have a technical issue with a job that I posted where an offer has been made to a freelancer but he cannot accept or decline the job. On my end, I cannot withdraw or change the offer. I have paid funds into escrow which are being held by Upwork. I reported this to the helpdesk 12 days ago, but they have not been able to resolve the issue and say that they are working on the matter. How can I escalate this so that I can get this job cancelled and get paid a refund?
