URGENT MESSAGE HELP!!

I sent a complaint where my account isn't verified. I have sent the evidence (photo ID) that had been asked for however I have not got any reply back from Upwork. Could Upwork please help!

My freelance writer is waiting for me to give him the job but it is being delayed by upwork

Also upwork does not allow me to pay via paypal because they say that my paypal isn't verified however when I checked my paypal it is verified. 

Upworks customer service is disgraceful and useless, no help is given and I am constantly sent a link to click on which leads to nowhere. I was given a ticket and a link for someone to help me but no one has responded.
