Unable to hire a freelancer

I have posted a job and invited a freelancer. They have accepted and sent an offer. However, when I hit the hire botton and fill out the info, I do not have the possibility to set milestones and the hire botton at the bottom is grayed out. So I cannot hire. My profile is completely setup and I have added a card for payment that has been confirmed.

I find this site very hard to navigate and it would be nice to have a way to talk to someone live.
