Unable to hire a freelancer

I want to hire a freelancer in the United Kingdom however the button is "Greyed Out"and does not allow me to hire him. Can you remove the limitations preventing me from hiring the freelancer? Job Listing: **Edited for Community Guidelines**

I checked your account and can confirm that you don't have any limitations. Could you please go to Settings > My Info > and your address? If you`re still experiencing the same problem after this, let me know here. Thank you.

I went to Settings > My Info > and clicked On “Edit” in the Address
section. The address is correct but the only option that’s enabled is
“Create new Client”. What should I do ?
